QGIS merges QEP428, banning all LLM, AI, and agent-assisted code contributions

QGIS merged QEP428, a proposal banning all LLM, AI, and agent-assisted code contributions to the qgis/qgis repository. The proposal replaces the earlier QEP-408 human-in-the-loop policy, and the PR discussion says the project lost at least one high-value contributor under that earlier policy.
