Claude Code v2.1.301 adds retry watchdog, vim % motion and OpenTelemetry tool fields

Anthropic's Claude Code v2.1.301 adds CLAUDE_CODE_RETRY_WATCHDOG_MAX_USAGE_LIMIT_WAIT_MS, which ends unattended retries at a usage limit that resets too far away. The release also adds the vim % motion and classifier_verdict, permission_mode and classifier_category fields to OpenTelemetry tool_decision events.
