NVIDIA OpenShell v0.0.34 adds live sandbox policy updates and VM installs

NVIDIA's OpenShell v0.0.34 release lets users update sandbox policy without restarting the runtime. The update also adds install-vm, which installs the gateway and VM driver with new --driver-dir support, and sandbox get, which shows the active runtime policy. Supervisor seccomp improvements and HTTP normalization are included as well.
